A Community Portal for Town of Vail Projects

Background

The Town of Vail is starting the process for designing a new pocket park. The location of the park site is 281 West Meadow Drive. The park site is currently used for staff and accessible parking for the Vail Public Library. It sits between the Dobson Ice Arena and Vail Health with the Evergreen Lodge to the north. West Meadow Drive bisects the site leaving a portion of the property on both side of the street. The site does not include the Middle Creek stream tract. That parcel is owned by the Eagle River Water and Sanitation District. The Town and the District are currently in negotiations to transfer ownership of the parcel to the Town. The attached image illustrates the existing layout of the site.The Town wants to know how the Vail Community would like to see the site used and what features should be included in the design. Some preliminary suggestions for the park have been made by the adjacent properties. These are as follows:Civic Area Plan. The adopted Civic Area Plan says to design and animate this public space to make it an appealing destination along the Town’s primary pedestrian corridor between Vail Village and Lionshead Village. The plan suggests that various alternatives be considered for use of the outdoor space such as a place for public art, whimsical elements like a children’s treehouse, hardscape and landscape improvements, seating areas or a food cart.Dobson Ice Arena. Arena management suggests a space with picnic tables outside the ice rink would be beneficial in the summer for skaters, competitors, and families to use between ice sessions, competitions, and games.Vail Health. Many health organizations are realizing the benefits for outdoor spaces to promote healing for patients and to reduce stress for health care providers. Vail Health is interested in an outdoor space as a possible Healing Garden on a portion of the site.Evergreen Redevelopment. The Evergreen Lodge is scheduled for redevelopment in the next few years. The Evergreen has a pedestrian access easement over the site. There is no designated route or alignment for the access. The developer has proposed elevating a portion of the site to improve access to a landscaped courtyard outside of the hotel. The elevation of the courtyard area is approximately 20 feet higher than the elevation of West Meadow Drive near the park site.

Lot 10 Redevelopment

SUMMARYThe Town of Vail has contracted with Kimley Horn to complete the design of the Village Pedestrian Safety Project which includes the selection of and the design of approximately 70 bollards and or equivalent safety measures and barricades at various locations within the Vail Village, Lionshead Village, and Ford Park. The purpose of the project is to control vehicular access into Vail&rsquo;s high pedestrian activity areas and restrict access when necessary during special events. The bollards, safety measures, and barricades are not only intended to control general vehicular access but are also intended to be impact resistant to provide the safest possible environment for pedestrians in these areas. The majority of the safety measures will likely be automatic retractable bollards with several being removable to allow authorized vehicles to access through them as needed.PROJECT GOALSAs identified above, the goal of this project is to provide a safe and inviting pedestrian experience within the Town&rsquo;s high pedestrian areas by installing a flexible vehicular access control program that creates a safer pedestrian environment, and is flexible enough to create more secure pedestrian areas that restrict vehicular access during specific special events in specific areas at specific times, thus mitigating the potential threat of intentional and/or errant vehicle/pedestrian conflicts resulting in injury or death, all while maintaining full access for emergency vehicles and responders.BACKGROUNDThe Town of Vail&rsquo;s high pedestrian areas are subject to encroachment by vehicles at all times of the day for both legitimate and illegitimate reasons, and each of the areas has multiple vehicular access points that are mostly uncontrolled. This is especially true in Vail Village.In addition to vehicles that have permission to access these areas, frequently lost vehicles and/or non-permitted vehicles enter these pedestrian areas. The number of vehicles that enter these pedestrian areas has been identified as a safety concern and as a detriment to the pedestrian experience.For many years, there have been numerous discussions on how to minimize the number of vehicles that enter pedestrian areas, and at that time a significant focus was on loading and delivery vehicles. As a result, the Town implemented the successful E-Courier program that limits the amount of loading and delivery trucks that enter the Vail Village daily by better utilizing the underground loading and delivery facility built many years ago. With the successful implementation of this program, the focus has now moved on to expanding traffic control into these areas by means of retractable bollards and similar devices and or traffic control measures.In addition to the desire for additional traffic control, there have also been discussions revolving around the ability to incorporate Entertainment Districts into the Village pedestrian areas or portions thereof. An Entertainment District would allow for outdoor dining and open containers within the designated streets in the Villages. One of the many requirements to achieve this is the ability to shut down the designated area to all vehicles. Thus the desire for retractable bollards to implement in these Entertainment Districts.Another factor that supported the discussion of retractable bollards and other traffic control measures was special events and the safety of the pedestrians attending them. Currently, the Town utilizes moveable barriers to protect some special event areas from errant vehicles. These barriers are difficult to manage and have been under criticism for their appearance. The idea of retractable bollards to replace these has become desirable.Combining all of these factors have led the Town Council to direct staff to research opportunities to install retractable bollard and other more permanent traffic control devices in these high pedestrian areas. CURRENT DIRECTIONCouncil reconfirmed these goals earlier this year but refined the direction to be focused on limited traffic control, not high security. Council directed Town staff to take a &ldquo;less is more approach&rdquo; and investigate options and identify preferred locations for traffic control, with the potential to implement a pilot program as early as this fall.The below concept presented to Council earlier this year provides an idea of how Vail might implement traffic control. It is considered the most aggressive and complete option, staff will look for ways to limit and reduce the scale of this option, and review it with the Council in the coming months.Regardless of the type of traffic control that is implemented over the next several years, it is likely that traffic operations and access will change to some degree as a part of this program. In the Vail Village there will likely be further limited access with the main access point remaining at Checkpoint Charlie. Within Lionshead Village and Ford Park, access will also be limited and the implementation of additional traffic control devices will restrict the ability to freely access these areas with vehicles without permission.PUBLIC PROCESSPublic Involvement will be a large part of this process, and this webpage will be the best conduit to provide feedback and watch the progress of the project. Village Pedestrian Safety Project

Go Vail 2045, the Vail Mobility &Transportation Master Plan, is the Town’s initiative to integrate all aspects of mobility in Vail into a single plan that will chart a path for how people and goods will move into, out of, and around the community. The previous Transportation Master Plan was developed in 2009. Since then, Vail has continued to be a popular recreational destination while growing as a center for employment and services. Go Vail 2045 will serve as a comprehensive transportation plan that will cover community connectivity, including how to meet travel demand on a variety of transportation modes, how to efficiently managed deliveries of goods to businesses and residences throughout the community, how to incorporate emerging transportation technologies into Vail’s policy framework, how to manage parking demand, and how to strengthen regional travel opportunities. Go Vail 2045

The Gore Creek Promenade is an important feature in the Town&rsquo;s public park system and is in need of some improvements. The last significant upgrades to the Gore Creek Promenade area were made nearly 30 years ago. Staff landscape architects and maintenance personnel monitor the town&rsquo;s park system on a regular basis looking for areas that may need upgrades or repairs. Recent observations on the Promenade have included worn-out turf areas due to heavy use, dead and diseased vegetation, inconsistent seating arrangements, streambank erosion and other minor issues. Based on these observations, the Vail Town Council allocated $370K in the 2022 RETT Capital Improvement Budget for upgrades to the Gore Creek Promenade area. These funds will likely be reallocated, with Town Council approval, to the 2023 Budget. While Staff observations can help to get the ball rolling and assist the Town Council in making budget decisions the best information on how an area is being utilized and on what problems and opportunities exist comes from those groups and individuals who see and use the area daily. Ford Park is the crown jewel of Vail&rsquo;s park and open space system.Ford Park contains several unique and interesting features which are enjoyed by Vail&rsquo;s residents and guests. As the managing organizations, look to grow their programs and keep their events, displays and facilities fresh, Ford Park is always evolving.It is the Town of Vail&rsquo;s responsibility to manage this evolution by periodically updating the master plan for Ford Park. The current guiding document is the 2013 Gerald R. Ford Park Master Plan. Since its adoption by the Vail Town Council, new ideas and proposals have come up that warrant an update to the master plan. The Ford Park Master Plan Update process was initiated in June 2022 at which time the Landscape Architecture and Planning firm of WRT, Denver/San Francisco, was hired to assist with the process. Thus far in the process, Town staff and WRT have conducted several rounds of information gathering with the managing organizations and Town of Vail Departments to determine the anticipated direction and desires of each for the next 10-year period. With that information in-hand the process can now move to gathering information from the public. The master plan update process provides an opportunity for the citizens of Vail as well as guests who use the park to state their concerns and provide ideas and suggestions regarding Ford Park and to react to the various proposals from the various managing organizations. The information and feedback gathered will be included in the updated master plan. The master plan update will include information covering several topics including physical alterations to the park and possible changes to how the park is managed and maintained. A draft of the master plan update will be shared on this webpage for additional public review and comment. Once those comments have been incorporated the plan will be presented to the Planning and Environmental Commission (PEC), and the Vail Town Council for review. There will be additional opportunities for public comment during each of the reviews. Ford Park 2023 Master Plan Update

<div class="OutlineElement Ltr SCXW262783514 BCX0">In October of 2021, the Vail Town Council voted unanimously to adopt a &ldquo;GoEV City Resolution&rdquo; to move the town toward 100% zero emissions transportation. The best and most equitable way to achieve this vision is to encourage community members and visitors to walk, bike, and use public transit. Micro-mobility solutions, such as E-bikes, are also encouraged. If a trip requires a personal automobile, electric vehicles (EVs) offer significant environmental benefits compared with those with internal combustion engines (ICE). </div><div class="OutlineElement Ltr SCXW262783514 BCX0">By adopting the GoEV City Resolution, the Town of Vail has committed to leading the transition to cleaner transportation through the adoption and use of electric fleet vehicles, the deployment of charging infrastructure, and the support and facilitation of policy and programs that support the rapid adoption of EVs to create community readiness for electric vehicles. </div><div class="OutlineElement Ltr SCXW262783514 BCX0">Community EV readiness means that owning and operating an EV in the Town of Vail is as easy or easier than an ICE vehicle, community awareness and adoption of EVs is widespread, barriers to ownership are minimal, and access to the benefits of EVs are available to all. </div><div class="OutlineElement Ltr SCXW262783514 BCX0">Staff at the Town of Vail are developing an EV Readiness Plan and are seeking input from the community. Electric Vehicle Readiness Plan

The West Vail Master Plan will be a community blueprint for environmentally and economically sustainable land use, zoning, and development decisions in the West Vail neighborhood. The plan will also focus on enhancing transportation connectivity and mobility, housing opportunities, and economic development. Throughout the planning process, the planning team will thoroughly engage the public to hear their ideas, goals, and opinions for West Vail. Given the ongoing issues surrounding the COVID-19 pandemic and Eagle County Public Health’s orders related to public gatherings and safer- at- home requirements, adjustments to the timing and format of public engagement opportunities are being made and will be announced here. The plan process began with Town staff in April 2020, with final plan adoption by Town Council expected spring/summer 2021.
